中国公共政策转型下的社会政策支出研究

A Study of Social Policy Expenditure of China in the Context of Public Policy Pattern Transformation

本文从我国公共政策格局转型的宏观背景出发,结合构建'和谐社会'和'全面建设小康社会'的国家战略,尝试从社会政策的视角来分析我国的公共支出结构,并试图探讨如何通过调整公共支出结构来实现构建和谐社会这样的国家长远政策目标。全文共分四大部分:第一部分介绍社会政策概念及其在市场经济中的作用,并阐述公共政策格局的概念;第二部分论述我国公共政策格局的转型态势,即从经济政策转向社会政策;第三部分从公共政策格局转型的视角来分析我国的公共支出结构的特点;第四部分重点分析我国社会政策支出水平,指出我国的社会政策支出水平不能配合构建和谐社会这一国家长远政策目标的需要。本文的基本观点是,为了顺利完成我国的公共政策格局从经济政策向社会政策转型,实现和谐社会这一长远政策目标,需要改善我国的公共支出结构,使公共资源更多地投入到教育、医疗、社会保障等社会政策领域。

From the perspective of social policy,this paper aims to examine the social policy expenditure in China in the context of public policy pattern transformation.It argues that China’s public policy pattern is in the transition from the economic policy orientation to the social policy orientation since the beginning of the new century.With the changes in policy pattern,a corresponding restructuring of China’s public expenditure is necessary because it is characterized by the low level spending on social policy.In order to fulfill the ongoing transformation of public policy pattern and achieve the long-term country policy goal,more public resources should be invested in social policy areas such as education,health care and social security.
