摘要
限价房政策是帮助城市中低收入家庭解决住房困难的重要保障措施。本文系统梳理了限价房政策的发展历程,总结了针对限价房政策的批评,提出了理解和完善限价房政策的新方向。本文认为,推进以住房公平为导向的限价房政策,捍卫公民住房权利,是政策制定者未来关注的重点所在。
Price-Capped House Policy has played a vital role in Chinese housing security system to deal with the housing problems suffered by the urban low-medium income families.This paper reviews the development of Price-Capped Housing Policy in China focusing on criticisms on the policy design and implementation process,on this basis it suggests possible orientations of this policy initiative.It concludes by arguing the Price-Capped Housing Policy is a useful policy tool to defend housing rights and promote housing equality and that policy adjustments should go towards a more balanced and social policy-oriented development in the future.
