就地城镇化过程中的失地农民就业支持网络研究

A Study on the Land-lost Farmers Employment Support Network in the Process of In Situ Urbanization

中国正在积极稳妥地推进新型城镇化,新型城镇化是以人为核心的城镇化。近年来,就地城镇化作为城镇化建设的一种模式,在推进新型城镇化建设中更好地实现以人为本。但是研究发现,当农业土地转变为非农业土地后,失地农民的就业问题是就地城镇化亟待解决的问题。论文在界定就地城镇化的内涵及分析其对人的城镇化的意义基础上,指出就地城镇化面临的一个主要挑战——失地农民的就业问题,并对已有的就地城镇化和失地农民就业问题的文献进行了评估,对现有失地农民的就业支持网络状况进行了概括。在此基础上,提出失地农民就业支持网络建立的策略和建议。

New urbanization,which is a human centered urbanization,is being pushed forward actively and steadily in China.In recent years,as a model of urbanization,in situ urbanization has better actualized the human-oriented ideology in promoting the construction of urbanization.However,this study finds that with the conversion of agriculture land to non-agriculture land,the employment problem of landlost farmers becomes an urgent issue to be solved in situ urbanization.Based on the definition of in situ urbanization and the analysis of the significance to humans,this study points out that one of the main challenges in situ urbanization is the employment problem of land-lost farmers.Evaluations are made upon the existing literature about in situ urbanization and the employment problem of land-lost farmers.The network status of the employment support of land-lost farmers is summarized as well.On this basis,some strategies and propositions are put forward in establishing the employment support network for land-lost farmers.
