摘要
作为一项应对国际和国内危机的经济政策工具,中国高等教育扩张政策自1999年以来已持续实施15年。从计划经济体制下的精英教育模式,到新自由主义导向下的市场化模式,中国高等教育政策经历了范式意义上的变迁。论文以间断均衡理论为分析视角,讨论了子系统中不同政策行动者的角色与行为取向。由于缺乏占主导地位的政策范式,除非有另一个焦点事件打开政策窗口,否则如今的高等教育政策无法被轻易改变。
The policy of higher education institutions(HEIs)expansion,which was originally an economic instrument responding both to the global and domestic crisis,has been maintained for 15 years since1999.From the elite mode of higher education under the planned economic regime,to the marketization of higher education directed by the pro-neoliberalism orientation,China’s higher education policy has been through a dramatic change to the extent of paradigm shift.This article attempts to analyze the HEIs expansion policy toward the punctuated equilibrium theory and discusses the different actions of each policy actor.It can be prudently concluded that the existing higher education policy cannot easily change because there is no dominant policy paradigm until a focus eventemerges to open the policy window.
