基于科斯无关性定理的政策完美实施模型,为政策实施的理论研究提供了参照系或基准,任何政策实施研究的理论发展,都可以从完美政策实施模型的几个关键假设条件的放宽之中获得启示,如行动者的理性程度、机会主义与信息不对称、环境的不确定性等假设条件的放松,会直接推理出实际的政策实施模式中微观联系、宏观联系乃至信息反馈联系机制的迷失,从而对政策实施效果产生内在的影响。重新界定政策实施研究中'迷失的联系'的性质,并努力发现和挖掘更多类型的不同性质特征的迷失的联系,有助于比较和分析各种不同类型的迷失的联系所产生的原因。

The perfect policy implementation model based on Coase’s Irrelevance Theorem provides reference to theoretical researches on policy implementation.The theoretical development of any researches can gain inspiration from the loosening of several key assumed conditions in it.For example,loosening of conditions such as actors’rational level,opportunism,information asymmetry and the uncertainty of environment will directly lead to the missing of micro and macro connections or even information feedback mechanism of policy implementation pattern and have internal influence on the effect of policy.This research is to study and redefine the character of"missing connections"in policy implementation studies and discover more different types and characters of missing connections,in order to analyze and compare the cause of different"missing connections".
