两岸养老保险可携性研究:政策现状与发展因应

A Study on the Cross-straits Pension Portability:Current Policy and Development Trends

基于政策网络的分析视角,养老保险可携性政策需回应不同利益相关者的利益诉求,通过合作对话实现各参与主体的利益均衡,进而达成可携性政策共识。基于政策目标、主体、内容、保障机制、工作流程等政策要素对两岸养老保险可携性政策进行了梳理,聚焦于两岸养老保险跨境转移的适用范围、参保条件、支付条件、转移条件、转移办法、管理条件等政策要素,提出两岸养老保险跨境转移的工作流程与发展因应。

Based on the analysis of the policy network,the policy of pension portability needs to respond to the interest demands of different stakeholders and realize the balance of different particapition subjects'profit by cooperative communication.Firstly,this paper combing the Cross-straits pension portability policies from the policy factors such as policy goal,subject,content,security mechanism and working procedure.And then,the paper focus on some policy factors such as adaptation scope,particapition requirement,payment requirement,transforming requirement,transforming ways and administration requirement for Cross-straits pension portability.Finally,some advice on working procedure and development trends for the Cross-straits pension portability are put forward.
