长期以来,社会政策偏重经济领域产出的社会公平问题,对生活领域的社会公平问题不太重视。促进经济优先发展的价值观,一直影响着社会政策的理论和实践。进入新时代,社会政策需要研究生活问题,用新思维和科学的方法再建以满足人民日益增长的美好生活需要为核心的社会政策价值体系,解决经济发展与社会滞后这种不平衡发展之间的矛盾。本文提出,需要从生存、生活(生计)、生命的生活过程,从劳动、生活、消费的生活结构中发现生活问题,解决生活问题。开拓不断满足人民日益增长的美好生活需要,不断促进社会公平的社会政策路径。

For a long time,social policies have paid much more attention to the issue of social equity arose from the economic field and paid less attention to the issue of social equity existed in the field of life.The values of economic development taking priority have long influenced the theory and practice of social policy.In the new era,social policies need to study life issues,reconstruct the value system of social policies with new thinking and scientific methods to meet the people’s growing needs for a better life,and solve the imbalance between economic growth and social development.This paper proposes that we should find and solve the issues of life from the livingprocess of survival,livelihood and life,from the living structures of labor,livelihood and consumption.We must open up the path of social policy that continuously meets the people’s growing needs for a better life and promotes social fairness.
