国家高新区科技创新政策变迁研究——基于倡导联盟框架的分析

A Study of the Changes of the Science,Technology and Innovation Policy of the National High-Tech Industrial Development Zone:An Analysis Based on the Advocacy Coalition Framework

'十三五'规划纲要和党的十八大都将'深化科技体制改革'和'创新驱动发展'作为国家未来发展的重大战略。国家高新区作为发展高新技术产业的重要载体,其科技创新政策备受关注。本文对国家高新区科技创新政策发展历程进行了阶段划分,将它置于倡导联盟框架中的政策子系统来分析这一政策变迁的过程和动力机制,以期为未来高新区科技创新政策的发展提供借鉴。研究发现,国家高新区科技创新政策在政策渐进期深层核心信念保持稳定,在政策密集期和政策优化期政策核心和次要面向信念均发生了变化。与此同时,倡导联盟也经历了开始成立、分化和扩展三个阶段。这一变化是由社会经济条件变化、党的代表大会和五年规划等其他政策子系统的外部系统事件影响以及政策学习的导向导致的结果。

As an important carrier for the development of high-tech industries,National High-Tech Industrial Development Zone(hereinafter asthe'national hi-tech zone')and its policy of science,technology and innovation policy(STIP)have become an very important concern of the public.Put it in the policy subsystem of the Advocacy Coalition Framework,this paper analyzes the development process of the national hi-tech zone’s STIP.The process and the dynamic mechanism of this policy change will be analyzed so as to provide some lessons for the future development of the STIP.It was found that the core values of the national hi-tech zone’s STIP policy remains stable in its gradual deepening period,and its policy core and secondary aspects have changed in its intensification and optimization periods.At the same time,its advocacy coalition has also gone through three stages of formation,differentiation and expansion.This change is the result of the impacts of the changes in the socio-economic conditions and the events in the external system of other policy subsystems such as,Party congresses and the Five-Year Plans and as well as policy learning.
