“模糊—冲突”模型下的私营企业养老保险政策执行偏差研究

A Study on the Deviation of Social Pension Insurance Policy in Private Enterprises under the “Ambiguity-Conflict” Model

私营企业是我国经济的重要组成部分,其吸纳的就业人员众多,在国民经济中具有重要地位。但是,私营企业的社会养老保险政策执行存在较大偏差,对我国社会基本养老保险制度的稳定和可持续发展带来了负面影响。本研究主要采用访谈方法对珠三角地区私营企业进行实地考察,通过引入模糊—冲突模型进行政策执行过程分析,辨识出养老保险政策在私营企业执行的高模糊性和高冲突性的政策性质,找出了影响私营企业养老保险政策执行结果的关键性因素。在此基础上,有针对性地提出解决问题的对策建议。

Private enterprise is an important part of our country’s economy. It absorbs a lot of employed personnel and plays an important role in the national economy. However, the implementation of social old-age insurance policy in private enterprises has a large deviation, which has a negative impact on the stability and sustainable development of the basic social endowment insurance system in China. This research mainly uses the interview method to carry on the field inspection to the private enterprise in the Pearl River Delta area, through the introduction the Ambiguity-Conflict Model carries on the policy implementation process analysis, This paper identifies the highly ambiguous and conflicting nature of the implementation of the old-age insurance policy in the private sector, and finds out the key factors that affect the results of the implementation of the pension policy in the private sector. On this basis, the countermeasures and suggestions to solve the problem are put forward.
