国有农场社区治理的困境及对策探析

The Dilemma of Community Governance of the State-owned Farm and Its Countermeasures

国有农场社区治理作为国有农场'办社会职能'改革的重要内容,是国有企业减轻历史包袱,实现强体瘦身的必要举措。国有农场社区治理的困境由来已久,当前面临合法性身份缺位、有效性机制失位、组织性职能越位以及稳定性功能错位等一系列问题。究其原因,主要在于基本制度要素与机制未完善、现代社区理念与实践未结合、职能分离转型与现实未同步以及专业人员配置与保障未落实等。据此,本文提出把握农场制度变迁与改革的政策导向、提升社区治理的回应性与公众参与度、推进协同共治和多元善治的治理格局以及提高社区设施和基本保障的可持续性的治理路径,以期克服国有农场社区治理的困境,推进'办社会职能'改革的进程。

Community governance of state-owned farms, as an important part of the reform of depriving social functions of enterprise, is a significant action for state-owned enterprises to lighten the historical burden and achieve a strong body. The dilemma of the community governance of state-owned farm has a long history. At present, it is faced with a series of problems including the absence of legal identity, the loss of effective mechanism, the offside of organizational function and the disorder of stable function. The main causes are following: the basic system elements and mechanism have not been fully constructed, the modern community concept and practice have not been integrated, the function separation and transformation have not been synchronized with reality, and the allocation and guarantee of professional staff have not been implemented. Above all, this paper puts forward four countermeasures so as to overcome the dilemma of community governance of state-owned farms and push forward the reform process of depriving social functions of enterprise.
