智慧社区建设PPP模式的运行机制研究

Research on the Operating Mechanism of PPP Model of Smart Community Construction

目前,PPP模式在我国城市基础设施建设中已取得越来越广泛的应用,并且成为国家吸引民间资本参与基础设施建设的很好的途径,将PPP模式运用于智慧社区建设则是一种较为新颖的建设模式。本文分析了PPP模式运用于智慧社区建设的可行性,在此基础上,阐述了PPP模式在智慧社区建设应用中面临的现实挑战,根据PPP项目建设运行机制,并结合智慧社区建设实际需求,对智慧社区建设PPP项目运行机制进行研究分析,主要包括项目识别机制、项目准备机制、风险分担机制、融资机制、价格管控机制、退出评价机制。

At present,the PPP model has been widely used in the construction of urban infrastructure in China,and it has become a good approach for the government to attract private capital to participate in the infrastructure construction. It is a novel way to apply the PPP model to the construction of the smart community. This paper analyzed the feasibility of PPP mode application about the construction of smart community. On this basis,it expounds the realistic challenge of PPP mode in the application of smart community construction. According to the construction operation mechanism of PPP project and combining with the actual demand of smart community,the operation mechanism of PPP project in smart community construction is analyzed. This paper discusses the operation mechanism of PPP project,including project identification mechanism,project preparation mechanism,risk sharing mechanism,financing mechanism,price control mechanism and exit evaluation mechanism.
