Mobile Government in China:Rise,Current Situation,and Future Trends

移动互联网的快速发展带来了移动政务的兴起,本文梳理了移动政务的概念,认为移动政务在整体理念、技术及平台支撑、服务内容和方式、公共参与方面区别于基于PC端的传统电子政务模式。同时,从政务客户端和第三方平台两个维度探讨了移动政务当前发展现状及存在问题。伴随着移动互联网技术的发展,移动政务将进一步发展和渗透,并且两种平台需要实现优势互补和有机融合。在这个过程中,政府需要注重移动政务发展的制度保障,加强对各项配套机制的构建,在服务创新机制的驱动下实现一站式的移动政务服务供给。

The rapid development of mobile Internet and related technologies brings the rise of mobile government. This paper presents the concept of mobile government and compares it with traditional e-government,finding that the mobile government is different from PC-based traditional e-government model in terms of several aspects,including underlying philosophy,technology and platform support,service content and way of interaction between government and citizens. The paper also discusses the current situation of mobile government and problems existed from two dimensions : government applications based and third-party application based mobile government services. To promote its further development,efforts need to be taken to set up the related regulations and mechanisms in the future to realize the one-stop mobile government services.
