电子检务顶层设计的发展目标与总体架构研究

The Research of Overall Architecture and Developmental Aim about E-Procuratorate’s Top-level Design

顶层设计是电子检务实现跨越式发展的关键。本文对电子政务顶层设计文献进行了简要归纳,应用专家访谈法获取了来自最高人民检察院和高校业界专家对电子检务突出问题、建设目标、发展方向等顶层设计领域的意见建议,总结提出了电子检务工程发展目标,在2020年前实现'一体两翼'的电子检务总体架构要求,完善业务架构、保障架构和管理架构,具体细分为业务层、应用支撑层、数据层、网络层、安全层、运维层、战略层、标准层等八个工作域子目标。

Top-level design is critical for the E-Procuratorate to achieve the leapfrog development. This paper summarizes the literature on the top-level design of e-government, and obtains the experts’ opinions from the Supreme People’s Procuratorate, colleges and universities as well as the industry on the issues related to the top-level design such as prominent problems, construction goals, and development directions. Besides, this paper also puts forward the development goal of the e-government construction based on the conclusions, which refers to the realization of "One Body Two Wings" that is the e-government’s overall infrastructure requirements, and the improvement of the business structure, security architecture and management structure, including the sub-goals in such eight working fields of the E-Procuratorate as the business layer, application support layer, data layer, network layer, security layer, operation and maintenance layer, strategic layer and standard layer.
