民族地区电子政务的数字鸿沟研究——以兴安盟地区为例

A Study on the Digital Divide of E-government in Minority Areas Taking Xing’an League as a Studying Case

民族地区电子政务在建设和推行中都面临着严重的数字鸿沟问题,这一问题直接制约了民族地区受众获取信息资源,不利于民族地区政府提供高效服务。基于现有研究,本文在借鉴Davis的技术接受模型(TAM)、Lindblom的渐进决策理论(incrementalist policy-making theory)的基础上,提出民族地区电子政务数字鸿沟分析模型,以兴安盟地区为例,对民族地区政府与公务员、公民之间的电子政务数字鸿沟的成因和弥合措施进行了分析。最后,在实证分析的基础上,本文提出民族地区电子政务建设和推行要从受众角度出发、循序渐进地弥合受众与政府的数字鸿沟。

In the construction and implementation of E-government in minority areas,there are serious problems of digital divide. This problem directly restricts the receivers to get access to information resources and is not conducive for the government to delivering the efficient service in minority areas. Based on current research,this paper has combined Davis’ s technology acceptance model and Lindblom’s incrementalist policy-making theory,and put forward the analysis model of digital divide of E-government in minority areas. Taking Xing’an League as a studying case,the causes of the digital divide of E-government,which is between the government and receivers,and the bridging solutions were analyzed. Finally,this paper puts forward that the construction and implementation of E-government in minority areas should proceed from the receivers’ perspective,and gradually bridge the digital divide between the receivers and the government.
