摘要
在内地目前经济社会发展整体水平低于香港、澳门,各方在法律制度的制定和执行上存在明显差异的情况下,文章建议借鉴香港地区立法经验,完善内地有关劳动法规;健全养老保险制度,使中国内地和香港、澳门居民跨境就业时的社会保险'无缝对接';加强内地与香港、澳门人事、劳工、社会保障部门的协调与合作,以切实维护内地与港澳居民跨境就业时的合法权益,促进粤港澳大湾区的经济社会发展。
The Development Planning Outline of the Guangdong-Hong KongMacao Greater Bay Area is to be unveiled,and development and fusion in this world-level bay area is foreseeable,so the issue about how to improve the lawbased governance over cross-border employees rights protection should be put onto the agenda.It is the fact that the overall economic and social development on the mainland is not as robust as in Hong Kong and Macao and that the mainland still lags far behind in terms of eduction,employment and medical service.Different economic and social systems lead to different ways in which laws are made and implemented.Therefore,we should take some concrete measures in this regard to improve the labor laws and regulations with reference to Hong Kong’s legislation experience,improve the endowment system to allow the citizens of Hong Kong and Macao to enjoy a seamless transfer when they decide to work on the mainland side,make more efforts in coordination and cooperation with human resources,labor and social security related departments in Hong Kong and Macao to better protect the legal rights of the citizens both sides when they cross the border to work.
