珠海横琴新区孵化器高质量发展研究

A Study on High-Quality Incubator Development in Hengqin

科技企业孵化器是科技创新的公共服务平台,本文调研了横琴新区孵化器建设的基本情况,总结了横琴新区孵化器建设的瓶颈:孵化器孵化服务能力不足,拉动产业升级的活跃度不高;孵化器运作的市场化机制不完善,助力企业做大做强的机制动力不强;产业政策导向不明,政策落地收效甚微;基础设施配套不完善,企业招工用工成本高。在此基础上,为横琴新区孵化器高质量发展提出了四项建议,分别是逐步探索建立孵化器市场化运营机制;注重'软环境'建设,切实提高专业孵化能力;切实发挥好政府政策的导向性,拓宽企业融资渠道;加快城市配套工程建设力度,解决企业招工难用工难问题。

Technology enterprise incubator is a public service platform for promoting scientific and technological innovations.This paper first gives a brief overview on the incubator development in Hengqin new district and then points out its current bottlenecks:low vitality in pulling enterprise to upgrade due to its inadequate service capability,insufficient mechanism power to enlarge and strengthen firms due to its imperfect market mechanism,weak policy implementation due to its ambiguous industrial policy orientation,as well as inadequate infrastructure and high costs of recruitment and employment.Based on the current situation,four suggestions are put forward for the high-quality development of incubator in Hengqin new district:1)gradually explore and establish the market-oriented incubator operational mechanism;2)pay attention to the construction of'soft environment'and improve the ability of professional incubation;3)give full play to the guidance of government policies and expand financing channels for firms;4)accelerate the construction of urban supporting projects and solve the problem on recruiting and employing workers.
