产业结构调整是经济转型的基础。就湖北而言,必须把支柱产业做大,把优势产业做强,把战略性新兴产业做得更具有核心竞争力,占领产业发展的制高点。任何一种产业的自然成长都是一个漫长过程,这对于后发地区实施跨越发展是无法接受的;另一方面,若政府对产业成长过分干预也是低效的,会损害整个经济结构。政府出资400亿元财政引导基金作为劣后资金,设立长江经济带产业基金这一母基金,然后在其下设立类别丰富、层次众多的子基金。
The natural growth of each type of industry must endure a long process,which is especially oppressive for the latecomer areas to carry out leap development.From the other aspect,if the government intervenes in the industrial growth,it will also be of low efficiency and the entire economic structure might be damaged.That the government having contributed the financial guiding fund of 40 billion yuan as an inferior funding,setting up the Yangtze River Economic Belt Industry Fund,and then establishing diverse multi-layered sub-funds by horse racing mechanism to achieve marketization to the greatest extent,are all conductive to fully playing the fiscal and financial linkage effect,to centralize more factor resources for the enterprises,and to accelerate the industrial cultivation as well.The existence of Yangtze River Economic Belt Industry Fund stands for the power transfer of fiscal allocation in a new period,also the adjustment of power interests and the transform of management style.
