Construction and Application of Resident Health Card Issuing and Application Model

目的为推进居民健康卡发卡,探讨有效的发卡及应用模式。方法2013-2016年间通过个案访谈和问卷调查结合工作实际,调查医疗机构、银行、居民、卫生行政部门在制卡、发卡、用卡环境及信息利用方面情况,对存在问题进行分析。结果构建由政府主导、部门协作、强化应用、逐步推进、合作共赢的健康卡发放及应用模式。河南发放1040万张,并得到初步应用。结论健康卡发放及应用过程需要结合各部门实际,多部门信息共享,方便居民就医。

Objective In order to promote the residential health card issuing,to explore the effective card issuing and application mode.Methods questionnaires and interviews were combined with practical work in 2013-2016 years,and surveyed the aspects of medical institutions,banks,residents,health administrative departments in making card,issuing card,environment of using card and information utilization,meanwhile analyzed the existing problems.Results Build a progressive,cooperative and win-win health card issuance and application model,which is led by the government,the joint collaboration of various departments.Henan Province issued a total of 1000 residents health card,and get initial results.Conclusion Health card issuance and application process needs to be combined with the actual situation of various departments,multi- sectoral information sharing,and ultimately facilitate the residents for medical treatment.
