Research and Application of Intelligent Health Supervision in Less Developed Areas

随着互联网技术的快速发展,互联网+卫生监督的模式不断发展成熟,也越来越引起社会各方面的重视。为提高工作效率,规范执法行为,承德市在全省率先提出数字化卫生监督单元的概念,配备执法移动终端、现场执法记录仪等设备,并开始推广使用。同时,手机微信平台架起了卫生监督与公众的"连心桥",饮用水、空气质量远程在线监控预警不断推出,卫生监督网站的改版创新,卫生监督执法手段从传统时代进入了移动互联网时代。通过承德市在智慧卫监建设中的探索和应用,为欠发达地区该项工作的推进,提出新的构想:建立一个中枢、三条触手。中枢即一个综合性网站,三个触手则包括执法人员数据收集系统、在线监测数据采集系统和针对公众的微信交互平台。最先架构并根据触手建设情况慢慢完善一个网站,这是整个智慧卫监建设的中枢;执法人员数据收集优先建设,这是行政执法方式在强化科技应用方面的创新;之后是与公众交互的平台,这是注重强制执法向柔性执法转变的重要举措;而在线监测可以稍缓投入,这是行政执法信息化建设与信息共享的趋势。

With rapid development of Internet technology, Internet+ health supervision model has been mature continuously, and drawn more and more attention of society. To improve work efficiency, standardize law enforcement behaviors, Chengde city put forward concept of digital health monitoring unit first in province, and put it into practice equipped with mobile enforcement terminal, site enforcement recorder and other equipments. At the same time, We Chat platform of mobile phone established a 'Heart Bridge' between health supervision and the public, remote online monitoring early warning of drinking water and air quality has been introduced, and health supervision website was updated, health supervision and law enforcement means entered into mobile internet era from traditional era. Exploration and application of intelligent health supervision construction in Chengde city put forward new ideas for the work in less developed areas: establishing a maincenter, three tentacles. Maincenter is a comprehensive website, three tentacles include data collection system of law enforcement personnels, online monitoring data collection system and public We Chat interactive platform. Constructing a website first and improving it based on construction of tentacles gradually, is the maincenter of general intelligent health supervision construction; enforcement personnel collect data system is constructed in priority, which is strengthening science and technology applications innovation of administrative enforcement; after that, public interactive platform is an important measure to transform from compelling enforcement to flexible enforcement; and online monitoring can be investmented later, which is a trend of administrative enforcement information construction and information sharing.
