完善检察官办案内部监督机制研究——以强化检务督察职能为视角

Study on Improving the Internal Supervision Mechanism of Procurators in Handling Cases——From the Perspective of Strengthening Procuratorial Supervision and Inspection

检察机关司法责任制改革后,检察权运行机制发生重大变化,需要构建与之相适应的检察官办案内部监督机制。国家监察体制改革后,检察机关组建了新的检务督察部门。新形势下,检务督察部门应当履行好巡视巡察、执法督察、追责惩戒、内部审计等职能,完善检察官办案内部监督方式,构建事前、事中、事后全方位全过程内部监督体系,保障检察官公正履职、廉洁履职。

After the reform of judicial responsibility system of procuratorial organs,great changes have taken place in the operation mechanism of procuratorial power.It is necessary to build an appropriate internal supervision mechanism of procuratorial organs in handling cases.After the reform of the state supervision system,the procuratorial organs have set up new procuratorial inspection departments.Under the new situation,the procuratorial inspection departments should perform the functions of political patrolling,law enforcement inspection,discipline punishment and internal audit,improve the internal supervision methods of prosecutors in handling cases,construct an all-round internal supervision system in advance,in-process and after-event,and guarantee the fair and honest performance of procurators.
