武义后陈村:农村基层民主政治建设样板

Houchen Village of Wuyi:The Model of Democracy Construction at the Grass-roots Level

自2011年被评为金华市干部教育培训现场教学基地以来,武义县后陈村已成为推介基层民主政治建设创新的窗口,3年内有100多批、6000余人到该村参观取经、交流学习。这个小村庄有什么样的魔力能吸引那么多人前去取经?户籍人口958人的后陈村曾是一个矛盾多发村。当年,村里土地被征用后获得了上千万元的补偿款。但由于村务账目不清,村干部多拿多占,村民上访不断。2004年6月18日,后陈村创造性地在全国成立第一个村务监督委员会。

Houchen Village with a population of 958 was once a place full of trouble.Several years ago,because of the chaotic village account,village cadres abused the public trust,which caused villagers’ continuous appeals to the higher authority for help.From the time of the estabhshment of the watch-dog committee for village affairs,village cadres have been imposed tight restriction on both using fund and executing power.The thought of villagers is also changing from "being afraid of cadres’ handling affairs" to "hoping cadres handle more village affairs".Houchen Village’s work mode of splitting village affairs management off supervision has taken the first step of constructing village-level supervision organization in China,which was spread through the province and the whole nation.
