For the purpose of implementing the important decision of "Eliminating Below-Class V Waters" proposed by Zhejiang Provincial Party Committee and Government as well as implementing the guidelines of the mobilization meeting of the campaign,Zhejiang artists were encouraged to go to the grassroots and create works on the theme of waters treatment scene and figures of treating waters.
