“台资利用水平评价指数”的构建与验证——以嘉兴接轨上海发展为例

On the Construction of “Taiwan Investment Utilization Level Evaluation Index” and Its Verification ——A Case Study of Jiaxing's Integration into Shanghai

以"台资利用水平评价指数"为研究对象,提出了观测利用台资水平的3个指数:生态指数、信心指数、质量指数。为验证有效性,运用"台资利用水平评价指数"对上海和嘉兴两地台资企业发展情况进行了实证分析;以嘉兴接轨上海发展为契机,对两地台资企业发展中出现的非常规性变化进行了比较和分析,从中发现了嘉兴利用上海供给侧结构性改革、承接上海台资外溢的窗口期。通过对上海、嘉兴两地台资发展情况的分析,有力印证了"台资利用水平评价指数"的实用性和有效性。

Taking 'Taiwan investment utilization level evaluation index' as the research object, this paper proposes three indexes for observing the utilization level of Taiwan investment, i.e., ecology index, confidence index and quality index.In order to verify the effectiveness, we first make an empirical analysis of the development of Taiwan’s investment in Shanghai and Jiaxing by using 'Taiwan investment utilization level evaluation index'. Then, in the context of Jiaxing’s integration into Shanghai,we make a comparative analysis of the non-regular changes in the development of Taiwan-funded enterprises in both places, and find out the window period when Jiaxing made use of the supply-side structural reform in Shanghai and accepted the spillover Taiwan investment from Shanghai.The analysis of Taiwan investment’s development in Shanghai and Jiaxing has strongly confirm the practicability and effectiveness of the 'Taiwan investment utilization level evaluation index'.
