项目管理视域下谯城区芍药物流发展构想

Idea of Peony Logistics Development in Qiaocheng District under Project Management

目的通过对谯城区芍药物流现状的分析,找出谯城区芍药物流发展存在的问题,提出解决问题具体落实对策,进而构想谯城区芍药物流发展规划与方向。方法结合项目管理方法进行项目化分析,从计划、组织、控制等环节来着手,利用项目管理的层级理念,鉴于当前谯城区芍药物流发展形势,分析出战略构想。结果一方面短期来看,从政府宏观调控(即加强芍药物流宏观调控,规范市场竞争环境)、物流基础设备设施(即加大物流基础设施建设,提高信息化的水平)和物流企业管理(即加快物流企业管理提升,重在物流综合能力)等3个大方面进行问题分析,进而结合问题详细提出3大点7小点的具体解决对策;为当前谯城区芍药物流存在问题找到很好解决方案;另一方面长期着眼,整合谯城区芍药物流发展战略,从层级2个方面,构建两个发展体系。结论基于对谯城区芍药物流存在的问题分析,提出了解决对策,明确了芍药物流发展的方向,针对谯城区芍药物流发展最终问题是缺乏长远的战略发展构想,进而从芍药两个方面来提出发展构想:一是从芍药产品类型,提出构建3层芍药物流体系;二是从芍药产业区域,提出构建3级芍药物流体系。

Objective Through the analysis of the status of peony logistics in Qiaocheng District,to find out the existing development problems in peony logistics, and to propose specific to solutions, and concept of peony logistics development of Qiaocheng District.Methods Proj ect analysis was conducted by combining with project management from planning,organization and control aspects.The level concept of proj ect management was used to produce strategy in view of the current development situation of peony lo-gistics in Qiaocheng district.Results On one hand, in the short term, the problem was analyzed from three aspects including the government macro-control (i.e., to strengthen macro-control in peony logis-tics,standardize the market competition environment), logistics infrastructure facilities (i.e., to in-crease logistics infrastructure construction, improve the level of information technology) and logistics management (i.e.,to speed up the logistics enterprise management,focus on integrated logistics capabil-ity).Countermeasures of three major aspects and seven small points were proposed to specific problems, providing solutions to the current problems;on the other hand, from the long-term, by focusing on the development strategy of integrating Qiaocheng peony logistics, two development system were built from <br> level and grade concept.Conclusion Based on the analysis of problems of peony logistics in Qiaocheng, the countermeasures were proposed,making clear direction to peony logistics development.In view of the lack of long-term strategic development vision, this paper gave two peony development conceptions from products types and industrial zone to building three-level logistics systems.
