公共金融是指各类金融机构在政府的支持下,为实现公共利益,遵循保本经营原则而进行的资金融通行为。公益性和保本性的结合是公共金融的本质特征。它与具有公益性与无偿性的公共财政和具有盈利性与有偿性的商业金融相区别。公共金融体系由开发型公共金融、扶持型公共金融、促进型公共金融和福利型公共金融四个部分组成。

Public financing refers to the break-even financing behavior of various financial institutions under the support of the government for the public interest.Characterized by non-profit and break-even,it is different from the traditional public financial services provided by the government,and commercial financial services provided by financial institutions.There are four types of public financing,development public financing,supportive public financing,promotive public financing and welfare public financing.
