构建有质量的普及化高等教育——论从大众化到普及化高等教育过渡阶段的大学治理

To construct quality universal higher education:on the university governance of the transitory stage from massive higher education to universal higher education

受计划体制与规模化战略思维的影响,我国在高等教育发展中存在着明显的数量化倾向,这影响到高等教育质的发展。在普及化高等教育到来前的较短过渡阶段,我国必须谨防数量化倾向或规模化战略思维可能给未来普及化高等教育发展带来的负面影响,从普及化高等教育的核心特征出发,立足于普及化高等教育建设所需的主要条件,实施有针对性的大学治理,包括深化管办评分离改革、扩大高校办学自主权,引导高校分类发展、实施分类管理,释放民间资本活力、推进民办高等教育发展,树立精英高等教育质量观、强化质量治理等,从而优化高等教育结构,构建有质量的普及化高等教育。

The obvious quantitative tendency exits in our higher education development because of the influence of the planning system and large-scale strategic thinking,which affects the quality of higher education development.During the short transitory stage before universal higher education,we have to guard against negative impacts of the quantitative tendency or large-scale strategic thinking on universal higher education development in the future.Meanwhile,we have to implement targeted university governance based on the core characteristics and main conditions of universal higher education construction.We should deepen the reform of 'the separation of management,operation and assessment' and expand the educational autonomy of universities;guide the classified development of universities and implement classified management;release the vitality of private capital and advance the development of non-governmental higher education;establish the elite higher education value and enhance the quality governance and so on.Thus,the structure of higher education could be optimized,and quality universal higher education could be constructed.
