Experience and Enlightenment of the Development of Overseas Free Trade Zones

国外自由贸易区主要有自由港型、保税仓库型、转口集散型、出口加工型和自由边境区五种类型,在不同时期其发展规模、功能定位、管理体制、产业类型和经济联系等方面均发生过显著变化。国外自由贸易区发展给中国的启示是:在宏观方面,应制定差异化的合作战略,追求多方面的收益,以东亚地区为重点,积极推进经贸合作;在微观方面,应建立新型管理运行机制,创新外汇和金融管理模式,转变贸易监管方式。

There are mainly five types of overseas free trade zone including the free port type,the bonded warehouse,the transit feeder,the export processing,and the free border zone. There have been significant changes in different periods on aspects such as the development size,function orientation,management system,industry type and economic ties. The main enlightenments of the overseas free trade zones to China are as follows: at macro perspective,to develop differentiated cooperation strategy to pursue a wide range of benefits,to focus on East Asia and actively promote trade and economic cooperation; at micro perspective,to set up a new management mechanism,innovate foreign exchange and financial management mode,and transform the trade regulation.
