民办高校章程的价值与运作探讨

Analysis on the Establishment and Implementation of Charters for Non-governmental Institutions of Higher Learning

大学章程是现代大学的"宪法",也是平衡行政管理、学术权力,协调学校与社会、政府等内外关系的重要依据。文章通过分析民办高校制定章程的价值,厘清建设过程中存在的制定程序不规范、内容缺乏特色、执行力不够、监督体制不完善等问题,从认识、体系和监督三个层面提出破解路径,以推进民办高校的现代大学制度建设。

University charter are the'constitution'for a modern university,the realization of the fundamental basis of university governance,and important basis for balancing the administrative and academic power,coordinating university and society,government and other internal and external relations. This paper analyzes the value of the development of non-governmental institutions of higher learning charters,clarifies the problems existing in the development process such as non-standardized developing procedures,contents lacking features,inadequate enforcement and imperfect supervision system. From the three levels of awareness,system and supervision it proposes countermeasures so as to promote the modernization of governance of non-governmental institutions of higher learning.
