基于公众、政府、高等教育和国家的需要,把高等教育的价值分为自由、忠诚、平等与优秀。自上世纪90年代扩招以来,高等教育呈现出精英与大众掺杂、灵活与僵化参半、传统与现代交织、封闭与半封闭并存的现象,地方院校发展困难重重。教学服务型大学采取多元结构,可满足不同价值观的需求,使受教育者自由选择适合自身的教育类型;采取分类办学模式,保持适当差别的等级结构,可有效选拔优秀;实施特色办学,可满足教师"教"和学生"学"的自由以及学术研究的自由;其服务职能可满足地方经济社会发展的需要,实现忠诚的价值观。

The value of higher education can be classified into freedom,loyalty,equality and excellence in order to meet the needs of the public,government,higher education and the country. Since the rapid expansion in 1990 s,higher education has shown the phenomenon of mixture between the public and the elite,tradition and modern,and the coexistence between closed and semi-closed,and the regional universities faced many barriers. By adopting multi-dimension structure,teaching-service-oriented universities can meet the needs of diverse value,and enable students to freely choose the types of education suit their own; using classified university running model,maintaining proper hierarchical structure and adopting fair competition to distinguish the institutions can effectively select the outstanding ones; Implementation of featured university running model can meet the freedoms for teaching and learning,and academic research; the service-function can meet the needs of local economic and social development and achieve the loyalty value.
