Analysis on the Selection of Party Secretaries in Non-governmental Institutions of Higher Learning in the Context of Governance

向民办高校选派党组织书记是当下民办高校党建工作的重点之一。随着《民办教育促进法》的修订和系列配套政策的出台,新政在给民办高校党组织书记选派工作提出方向性、原则性和纲领性指导意见的同时,也给各地落实政策留足创新空间。借助治理结构理论,在梳理党和国家相关政策的基础上,提出选派程序不透明、角色冲突、激励与约束机制不完善,是当前选派工作面临的主要难题。据此提出相关政策建议:推动选派程序透明化,引导相关利益主体参与;明确治理角色,引导党组织书记进入治理结构;构建并完善激励与约束机制。

Party committee secretary selection and appointment is the core issue of Party construction in non-governmental institutions of higher learning. With the revision of the Non-governmental Education Promotion Law and the introduction of a series of supporting policies,while the new regulation provides direction,principle and programmatic guidance for the selection of Party committee secretary,it also leaves room for innovation in policy implementation. With the help of the governance structure theory,and on the basis of sorting out the relevant policies of the Party and the state,it points out that the selection process,conflict in the roles,the imperfect incentive and restraint mechanism are the main problems facing the current selection work. It then proposes relevant policy recommendations including promoting the transparency of the selection process,guiding relevant stakeholders to participate,defining the role of governance,guiding the Party committee secretary into the governance structure,and improving the incentive and restraint mechanism.
