民办高等教育发展政策讨论的五个问题

Five Issues in the Discussion of the Development Policy of Non-governmental Higher Education

围绕贯彻落实《民办教育促进法》《民办教育促进法实施条例》修订而展开的教育政策研究和讨论,既具有重大的政策行动价值,又具有前瞻性的政策发展价值。文章选取在讨论过程中争议较多的民办高等教育政策导向是"促进"还是"促退"、公办高校能否举办或参与举办民办高校、捐资举办者能否经营高校、民办高校能否上市以及过程性补偿的技术问题是否可行等五个关键问题,在梳理和回顾有关论点的基础上,结合自身的研究和经验提出观点与建议。

The research and discussion on education policies around the implementation of the Non-governmental Education Promotion Law and the Regulations on the Implementation of Non-governmental Promotion Law have both significant policy action value and forward-looking policy development value. This paper selects five key issues that are more controversial during the discussion including whether policy orientation of higher education policy is'promoting'or'promoting retreat',can public universities participate in the running of non-governmental institutions of higher learning,whether donators can run universities,can non-governmental institutions of higher learning be listed,and is the technical problem of procedural compensation feasible. Based on discussing and reviewing relevant arguments,it proposes opinions and suggestions based on own research and experience.
