民办高校分类选择的利弊及可持续发展路径

Advantages and Disadvantages for Classified Choice of Non-governmental Institutions of Higher Learning and Path for Sustainable Development

新修订的《民办教育促进法》消除了民办高校办学性质的困惑,要求其作出营利或非营利性质的选择。文章通过解读新法,梳理营利性和非营利性民办高校的差异化政策,提出举办者只有抓住营利性和公益性的取舍、学校办学综合实力提升以及争取当地配套政策支持三大关键因素,并对两类民办高校的利弊进行权衡,才能作出合适的选择。无论作出何种选择,清晰的办学定位和特色化办学、加强内涵建设以及教育行政部门的有效引导,都是民办高校实现可持续发展的必由之路。

The new Non-governmental Education Promotion Law eliminates the confusion about the nature of non-governmental institutions of higher learning and requires to make the choice of for-profit or non-profit. Through the interpretation of the law,this paper analyzes the differentiated policies of non-profit and for-profit non-governmental institutions of higher learning. It suggests that only by grasping the three key factors of choice between public welfare and for-profit,improvement of institutions’ comprehensive strength and striving for local supporting policies,and through weighing the pros and cons of the two types of non-governmental institutions of higher learning,the right choice can be made. Regardless of the choice,a clear orientation of institution running and characters,strengthening the connotation construction and effective guidance by the education sector are the only way for non-governmental institutions of higher learning to achieve sustainable development.
