摘要
"最多跑一次"改革是"以人民为中心"思想在浙江的生动实践。通过对杭州市西湖区辖区街道进行问卷调查和举行焦点座谈会,从制度供给和需求两方面评估改革成效和未来的风险点,发现制度需求存在改革满意度的群体差异,制度供给的顶层设计者和基层执行者在改革定位上存在分歧。最后,从公布服务事项、拓宽传播渠道、健全窗口管理、推进数据共享、优化便民服务和加强宣传监督等六方面提出制度优化和完善的对策建议。
'Attend at Most Once' reform is the vivid practice of 'people-centered' thinking in Zhejiang. Through questionnaire survey and focus discussion in the area of Hangzhou Xihu District, the reform results and future risk points are evaluated from the aspects of system supply and demand. It is found that the institutional demand has group differences in reform satisfaction and the top designers of system supply and grassroots implementers have differences in the orientation of the reform. Finally, it proposes countermeasures for system optimization and improvement from six aspects of publishing service items, broadening communication channel, improving window management, promoting data sharing, optimizing convenience services, and strengthening publicity and supervision.
