分类管理背景下民办高校教学质量绩效评价——基于平衡计分卡视角 被引量:6

Performance Evaluation of Teaching Quality in Non-governmental Institutions of Higher Learning under the Background of Classified Management: Based on Balanced Scorecard Perspective

摘要 教学质量绩效评价是民办高校教学质量管理的重要环节,也是驱动和保障教学质量有效的实施手段。分类管理背景下,民办高校在教学质量绩效评价指标构建和评价方法选择时,必须考虑自身营利性和非营利性的办学定位。文章利用平衡计分卡来绘制营利性和非营利性民办高校的战略地图,构建教学质量绩效评价指标体系,选择层次分析法确定各指标权重,选择模糊综合评价法进行综合评价,并提出实施的障碍及解决措施,以期为分类管理背景下民办高校教学质量绩效评价提供方法支撑。 Performance evaluation of teaching quality in non-governmental institutions of higher learning is an important part in teaching quality management,and an effective mean of driving and guaranteeing the quality of teaching.Under the background of classified management,non-governmental institutions of higher learning must consider their own for-profit and non-profit orientation in the construction of teaching quality performance evaluation indicators and methods.The paper uses a balanced scorecard to draw strategic maps of for-profit and non-profit non-governmental institutions of higher learning.It constructs an evaluation index system for teaching quality performance,chooses the analytical hierarchy method to determine the weights of each indicator,and selects the fuzzy comprehensive evaluation method for comprehensive evaluation.It also describes obstacles and proposes solutions to the implementation in order to provide methodological support for the evaluation of teaching quality performance in the context of classified management.
