我国制冷设备行业监管方式解析及改革初探

Analysis on the supervision and reform about Chinese refrigeration equipment industry

近年来,我国制冷设备行业存在着多种国家强制监管方式,促进了行业的规范、健康发展。但随着我国市场经济向纵深发展,政府机构改革及职能转变,简政放权和"放管服"的强力推进,要求各种强制管理制度必须顺应环境,作出变革,以减少企业负担,提升企业主体责任,该管的以最简单的方式管好,不该管的坚决退出,回归市场。为此,本文对这些监管方式的改革现状进行介绍,并对下一步可能的改革思路作一些探讨。

In recent years,there are many national compulsory supervision methods in Chinese refrigeration equipment industry,which promotes the standardization and healthy development of the industry.However,with the development of Chinese economy,the reform of government institutions and the transformation of functions,the decentralization of administration and the vigorous promotion of ‘distribution services’ require that all mandatory management systems must adapt to the environment and make changes to reduce the burden on enterprises and enhance enterprises.It should be better managed about the right part in the easiest way and it should not be resolutely withdrawn and returned to the market.So this paper introduces the status of these regulatory methods,and discusses some possible reform ideas.
