摘要
利益相关者理论在确定公共资源配置方面具有一定的优势。文章基于利益相关者理论,采用走访相关单位与咨询专家意见的方式,确定杭州市共享单车的九个利益相关者。在此基础上,采用米切尔评分法,邀请从事公共交通管理工作的专家,对九个利益相关者进行打分;由此确定每个利益相关者的类型,并建立权力/利益矩阵,分析各利益相关者的诉求;最后结合研究结果,分别从九个利益相关者的角度对杭州市共享单车的管理提出对策建议。文章确定了杭州市共享单车的利益相关者,能够为政府及企业制定管理方案提供一些参考。
Stakeholder theory has certain advantages in determining the allocation of public resources.Based on the stakeholder theory,nine stakeholders of sharing bicycles in Hangzhou were confirmed by visiting relevant units and consulting experts.On this basis,Mitchell scoring method was used to invite experts engaged in public transport management to grade the nine stakeholders,so as to determine the type of each stakeholder,establish a power/benefit matrix,and analyze the demands of each stakeholder.Finally,combined with the research results,countermeasures were proposed to manage shared bicycles in Hangzhou from the perspective of nine stakeholders.This paper determines stakeholders of shared bicycles in Hangzhou and provides certain reference for enterprises and governments to formulate management plans.
