冷战后东盟推动下的东亚区域合作:进程、动因及限度

ASEAN's East Asian Cooperation Policy after Cold War: Progress、 Reason and Limitation

近年来东盟外交的主要目标之一是加强和扩大区域合作机制,在经济领域,虽然遭遇挫折但是稳步深化,而在政治安全领域,则长期处于交往密度不断增加但是却没有实质性推进的尴尬境地。目前来看由于核心力量缺位、多边机制边际效应递减以及"地区主义"理念弱化等多种因素综合造成的驱动力的不足,导致此一以"东亚共同体"为目标的区域合作进程的基础出现动摇,前途呈现出一定的不确定性。本文从重新梳理冷战后东盟推动下的东亚区域合作入手,尝试着为东亚区域合作的下一步发展提供学理上的思考。

The essential aim of recent ASEAN's diplomacy is to strengthenregional cooperation mechanism in the domains of economy and political security. The process is from imagination to reality, not without some progress as well as frustration. Because of such factors as the lack of core power and the weakening of regionalism, there is not enough motivity to further enhance stability and destiny of the regional cooperation with its aim of building East Asia Community. This paper reworks the ASEAN's East Asian cooperation policy after the Cold War, and tries to rethink about the next developmental strategy.
