基层政务公开现状调查及标准化需求研究

Research on the Present Situation and Standardization Requirements of the Grass-roots Government Affairs Openness

2019年5月正式实施的新修订的《中华人民共和国政府信息公开条例》,明确指出要加强政府信息的标准化建设。本文基于区县级政府网站广泛调研了基层政务公开现状,重点涵盖政府信息公开指南、政府信息公开目录、政务'五公开'、政策解读和回应关切、权责清单和公共服务清单的公开情况并分析存在的规范性问题,以此提出基层政务公开的标准化需求,为我国下阶段基层政务公开的标准制定提供思路。

The newly revised'Open Government Information Regulation of the People’s Republic of China'were formally implemented in May 2019,which made it clear that the standardization of government information should be strengthened.A wide survey is conducted on the present situation of grass-roots government affairs openness through their websites.This paper mainly covers the guideline of government information openness,the directory of government information openness,the'five disclosures',the policy interpretation and response to concerns,the list of powers and responsibilities and the list of public services.The standardization requirement of government affairs openness is proposed through analyzing the existing normative problems.This paper gives ideas for the standard formulation of grass-roots government affairs openness in the next period.
