Outline for Construction of the System of Socialist Political Civilization

社会主义政治文明是现代政治文明发展的先进形态,是社会主义社会的基本特征,其实质是民主政治,具有人民性、民族性、继承性和开放性等特点,其目标是促进人在政治上的全面发展。社会主义政治文明建设最根本的是坚持党的领导、人民当家作主和依法治国有机统一,除了经济发展的根本性保障外,还必须遵循政治体制改革、政治家的培养与干部队伍建设,以及科技革命、社会结构变迁和文化发展等动力机制。

Socialist political civilization means the advanced form of modern political civilization, expressing the fundamental feature of socialism. Its essence includes democratic politics, popular, national, inheriting and opening features etc. It aims at promotion of all round growth of the people politically. The most fundamental thing for the construction of socialist political civilization is adhering to the unity of the Party's leadership, people as masters of the country and ruling the country by law. In addition to the basic assurance of economic development, it is necessary to follow the power mechanism like reform of political system, training of politicians and construction of cadre force, science and technology revolution, changes of social structure and cultural development etc.
