论财政政策在农村剩余劳动力转移中发挥的作用

On Fiscal Policy’s Role in the Transfer of Rural Surplus Labor

十六届五中全会提出了建设社会主义新农村的伟大战略,转移农村剩余劳动力是关键。本文先从认识我国目前农村剩余劳动力的规模和结构入手,分析了农村剩余劳动力不能有效转移的各种障碍,最后提出在农村剩余劳动力转移过程中财政政策应该发挥的作用。

The Fifth Congress of 16 th Chinese Central Committee proposed the great strategy of developing a new countryside of socialism,but shifting surplus labor force of the countryside is its key.This article firstly focuses on the surplus labor scale of the countryside and its structure, and then analyzes each kind of barrier which the rural surplus labor force can not effectively shift, finally proposing that the finance should play a role in the labor force shifting process.
