合理的财政支出结构是推动经济和社会发展的重要保证,优化财政支出结构可以最大限度地发挥财政政策拉动经济增长的潜能。因此,随着财政体制改革的不断深化,优化地方财政支出结构已势在必行。本文拟从省际比较的角度来分析市场经济背景下财政支出结构的一般特征和发展趋势,在对湖北、浙江、湖南三省财政支出结构进行比较分析的基础上,提出优化湖北省财政支出结构、提高财政支出效率的对策措施。

The suitable fiscal expenditure structure is the crucial guarantee of economic growth and social development,optimizing the expenditure structure can help fiscal policy spur economic growth to the maximum extent.Therefore,the local expenditure structure must be optimized with the process of fiscal regime reform.The article analyses the trend and normally features of fiscal expenditure structure among three provinces in the market economy, then offers some suggestions to optimize fiscal expenditure structure in Hubei.
