电子化政府采购的国际比较及对中国的启示

An International Comparison on E-government Procurement and Its Enlightenment to China

政府采购制度是公共财政支出管理的一项重要制度,通过对支出使用的管理,不断规范政府采购行为。在我国推行此项制度以来,方式不断创新,程序逐渐规范,特别是随着信息技术的发展和信息产品的普遍应用,政府采购的电子化已被列入政府采购发展的重要内容。文章通过电子化政府采购的国际比较分析,总结经验,对我国电子化政府采购的建立提出建议。

Government procurement system is an important public finance expenditure management system,through the management of expenditure,and it can constantly regulate government procurement practices.After implementing this system in our country,we constantly innovate procurement means and gradually standardize procedures,especially with the development of information technology and the widespread application of information products,the government’s e-procurement has been considered as a major part in government procurement system.Through the comparative analysis about e-government procurement in some countries,we learn their experiences in order to help us develop the e-government procurement in our country.
