中国地方政府生产性投资膨胀的问题及其治理

Problems and Solutions on Productive Investment Expansion In Chinese Local Government

近几年来,各地的固定资产投资增速过猛、高耗能高污染产业层出不穷、违法滥征乱卖土地等现象日益引起中央政府和社会各界的关注。本文从揭示地方政府生产性投资膨胀的现状入手,剖析了引发地方政府和中央政府之间利益冲突的两个根本原因,即地方政府独立的市场化利益取向和地方财政体制改革相对滞后,并为治理这一问题提出了三条建议。

In recent years,many local government investment behaviors, such as fixed assets-investment speeding up, serious-polluted industries occurring, land illegally use breaking out, are closely concerned by the public. This paper analyzes the phenomena, reveals two main reasons which account for the conflicts of interest between the central government and the local government. One reason is that the local government independent marketed-profit-tendency, while the other reason is that local-finance-system reform lags economics development. Finally, three solutions are given to overcome these problems.
