The Public Function in the Chinese Government Crisis Management

长期以来,危机发生后中国公众习惯于期待和依赖政府。这除了传统的国民性影响外,还与公众从小就很少或者根本没有接受过与危机相关的教育和培训有关。政府的危机管理体系是全社会共同参与的完整的组织体系,公众在政府危机管理中应发挥自身的作用。因而,在强调政府部门主导作用的同时,要充分发挥社会公众在危机管理方面的积极作用,使之在国家危机管理综合协调与统一调度下,形成危机管理联动网络的一个关键因素。

Since long time ago, the Chinese public has to be accustomed to the anticipation and the dependent on government after the crisis. Besides traditionally nationalistic influences, the Chinese public have accepted only a few or even not education concerned with the crisis since childhood. Government’s crisis management system is the integrity organization system which the entire society participation with, the public should play their own roles in the government crisis management. Thus, while emphasized the government department leading role, we must display the public positive role fully in the crisis management, and then it can form a key aspect of linkage network of the crisis management under the dispatch of the country crisis management.
