在中国,执政党和人民代表大会的关系是政治体制中最为核心的关系,这是由二者在我国政治生活中的重要性地位决定的。但是,党委和人民代表大会在历史上及现实生活中形成了一种地位与权力中心的悖论。因此,对这种实践过程中暴露出来的不合理的关系予以反思和重塑,是当前我国政治体制改革的关键所在。

In China,the relationship between the incumbent Party and the National People’s Congress is the most important relation in the political system,this is decided by their important status in our country’s political living.However,the Central Committee of CPC and the National People’s Congress have formed a paradox of status and power in history and realistic life.Therefore,reconsidering and remoulding the unreasonable relation which exposed in the practical process is the key point in our country’s political reform currently.
