地方服务型政府的生态分析

Ecology Analysis of the Local Service-Orientated Government

顺应全球服务行政的发展潮流和趋势,创建"服务型政府"成为中国政府改革的主导趋向和目标模式选择。通过行政生态学的视角分析,服务型政府的构建离不开政府与行政生态环境之间的互动。当前,我国各地方政府面临着信息化和全球化的新的行政生态环境,对我国行政组织的职能、结构及管理方式等的变革带来了新的机遇和挑战。将生态分析的方法引入地方服务型政府研究,构建服务型政府过程中主要应该考虑如下几个生态要素:社会经济的发展;中央政府对地方政府的影响;社会公众的利益诉求;社会法治环境。

Complying with the trend and tendency of the global service-orientated administration, establishing "the service-orientated government" has become the leading tendency and the selection of the goal mode during the reform of Chinese Government. From the visual angle of the administrative ecology, the construction of the service-orientated government is due to the interchange between the government and administrative ecological environment. At present, the new administrative ecological environment featured by information technology and globalization that the local governments of our country in every level face brings the new opportunities and challenge to the reform of the function, structure and management style of the administrative organization in our country. During the process of introducing the ecological analysis methods to the research on the local service-orientated governments and construction of the local service-orientated governments, we should pay attention to the following ecological factors: the development of social economy; the central government’s influences on local governments; the public’s demanding interests; social environment governed by law.
