当前中国农地流转的地租分配探析──基于马克思的地租理论

Analysis on the Land Rent Allocation of Rural Land Circulation in China ——Based on Marxist Theory of Land Rent

根据马克思的地租理论,当前中国仍然存在地租,农地地租分配伴随着农地流转将会发生变化。农地地租分配在农户、农村集体和政府之间进行。在农用地流转为非农用地时,绝对地租归政府所有,而级差地租分配不尽合理,需要政府出台相关政策加以解决。

On the basis of Marxist theory of land rent, land rent still exists in contemporary China. Moreover, the alloc- ation of land rent can be changed because of rural land circulation. The land rent is allocated to the peasants, village commit- tee, and the central and local governments. On the issues that rural land circulates into non-rural land, the absolute rent bel- ongs to the government, and unreasonable issues in the allocation of differential rent still exist in the rural land circulation, which require certain policies to solve it.
