“砖头补贴”与“人头补贴”的对弈──关于我国经济适用房补贴方式的分析

A Game between“Land Subsidy”and“Money Subsidy” ——An analysis on the forms of subsidy for economic and suitable houses

自从我国1998年实施经济适用房政策以来,全国各地根据国务院23号文件(国发【1998】23号)的要求,初步建立了经济适用房供应体系。然而,在具体实施过程中,我国经济适用房政策进入了一种左右为难的困境,主要围绕着是实施"砖头补贴"还是"人头补贴"的争议。本文将从社会效用和政策成本两个角度分析两种补贴方式的优劣,从而解释当前制度选择的合理性。

Since the government implemented the policy of economic and suitable houses from 1998, the supply system of economic and suitable houses has been initially established by the NO.23 document issued by the State Council in 1998. However, this policy has been put in a difficult position in the course of implementation, mainly due to the argument that we should choose"Land Subsidy"o"rMoney Subsidy". This paper formulates the advantages and disadvantages of the two sub- sidy’s forms from two aspects of social utility and policy cost so as to explain how the current subsidy form has been adopted.
