作为一项基本权利,就业权对公民的生存与发展具有十分重要的意义。国家对于公民就业权负有不可推卸的义务,该义务包括以下三个层面,即尊重的义务、保护的义务以及实现的义务。当国家不履行自己的义务时,公民有权利向司法机关提起诉讼。
