公共财政背景下应急管理保障机制的构建

Construction of Emergency Management and Security Mechanism on the Background of Public Finance

近年来,世界范围内频频暴发了一系列重大的突发性公共事件,这些突发事件严重影响了当地的经济发展和社会稳定。针对这些突发事件,通过阐述我国政府应急管理的现状及存在的问题,结合应急管理三个过程的特点,提出公共财政下构建应急管理保障机制的思路。

In recent years,a series of major public events broke out frequently around the world.These unexpected events seriously affected the local development of economics and social stability.Aiming to the emergencies,the paper expounds the problems existing in the course of the Chinese Government’ emergency management and the characteristics of the three emergency management courses.At last,the author designs the framework of the proposed construction of emergency management mechanisms on the background of public finance.
